Sacramento County Department of Transportation (DOT) retained Wood Rodgers to prepare the Project Report (PR) and Construction Plans, Specifications and Engineer’s Estimate (PS&E) for a new partial-cloverleaf freeway interchange to replace the existing signalized “at-grade” intersection at Elverta Road and State Route 99/70 in northern Sacramento County. As part of this project, the Wood Rodgers Transportation planning group completed the Traffic Forecasting and Operations Analysis (TFOA) technical memorandum in support of the PR. Our comprehensive traffic analysis involved evaluation of project opening day, 10-year and 20-year design alternatives/scenarios for all interchange-related facilities including ramp terminal intersections, ramp junctions, freeway mainline and weaving sections. Our evaluation included use of Synchro software for traffic operational analysis and use of SimTraffic micro-simulation based demonstration of traffic operations at PDT and traffic focus group meetings.
