Wood Rodgers prepared the PS&E package for this highly publicized and visible City-sponsored construction project to convert Freeport Boulevard and 21st Street from a one-way street to two-way streets and construct a traffic signal at the intersection of Freeport, 21st Street and the UPRR/light rail corridor. The work at this intersection included new pedestrian and railroad crossing facilities and new landscaping design. Wood Rodgers used ornamental signal pole bases to enhance the streetside pedestrian environment.
The project was located in an area of established residential and commercial frontages, making pavement widening undesirable. The limited pavement width presented many challenges achieving the correct balance of parking, bike lanes, motor vehicle lanes, and turn lanes.
