The Carson Water Subconservancy District (CWSD) secured a grant from the United States Environmental Protection Agency (EPA) to conduct a comprehensive evaluation of the existing system some of which is over 100 years old. In addition, the grant provides for environmental compliance activities under the National Environmental Policy Act (NEPA) and Chapter 5 of the Tahoe Regional Planning Agency (TRPA) Code of Ordinances to support construction of improvements required to maintain the drinking water supply for Virginia City and Carson City.

Wood Rodgers was retained to collect baseline resource data including wildlife, vegetation, wetlands, cultural resources and threatened and endangered species; secure all regulatory permits required and prepare a NEPA/TRPA environmental document that complies with TRPA’s land use and environmental thresholds as well meets EPA’s grant requirements to support the State’s and EPA’s objectives to bring the system and its operations into compliance.
